Summary of the contracting process

DAI Pakistan Pvt. Ltd. is seeking a consultancy firm to develop an institutional strengthening and capability development plan for disaster risk management in Khyber Pakhtunkhwa, Pakistan. The work supports the province’s Relief, Rehabilitation and Settlement Department and its attached agencies: the Provincial Disaster Management Authority, Rescue 1122 and the Civil Defence Directorate. The consultancy covers institutional, financial, human resources and digital systems assessments, followed by tailored five-year strengthening plans for the three agencies and potential early implementation support. The programme is part of BRAVE-IS, a technical assistance programme funded by the UK Foreign, Commonwealth & Development Office. The team will be based in Peshawar and make field visits to selected districts of Khyber Pakhtunkhwa. This is business and management consultancy work (CPV 79400000).

DAI invited proposals through an open, below-threshold procedure. The contract period is 1 December 2026 to 31 March 2027. Proposals were due by 17:00 Pakistan Standard Time (12:00 UK time) on 4 November 2026, and must remain valid for 90 days. Clarification questions were due by 26 October 2026. The assignment is fixed-price, with payments tied to acceptance of agreed deliverables. The work is staged: inception in weeks 1–2; diagnostic and validation in weeks 3–6; recommendations and plans in weeks 7–12; and, at the buyer’s discretion, early implementation support in weeks 13–36 after Stage 3. Firms were asked to provide separate financial budgets for Stages 1–3 and Stage 4. The published information does not set out the evaluation basis.

This opportunity suits consultancy firms able to combine institutional reform and disaster risk management expertise with practical assessment and implementation planning. The proposed team must include four key people: a Team Lead specialising in institutional strengthening, a Public Financial Management Expert, a Digital Systems and ERP Expert, and a Disaster Risk Management Expert. Human resources management and GIS expertise are also required. Strong candidates will be able to assess organisational structures, finances, staffing and digital systems, then turn findings into realistic, agency-specific five-year plans and implementation-ready products. Delivery requires coordination with a provincial government department and three attached agencies, with personnel based in Peshawar and visits to selected districts. The staged scope calls for capacity to deliver diagnostic work and recommendations before moving, if commissioned, into early implementation support. SMEs and voluntary, community and social enterprises are identified as suitable.
