Summary of the contracting process

The University Hospitals Birmingham NHS Foundation Trust is initiating a procurement process for a "Diagnostic Digital Pathology System Solution" under the management of the West Midlands Cancer Alliance (WMCA). This tender, classified under the software package and information systems industry category, aims to implement a multi-site diagnostic digital pathology service to enhance histological services across four key cancer treatment centres in the West Midlands region. The current stage is planning, with an important milestone set for 18 December 2018, as the Authority seeks responses to a Pre-Market Engagement Questionnaire by 5:00 PM on 2 October 2018. Interested businesses can access the necessary documents via the Authority's eSourcing Portal.

This tender presents a significant opportunity for companies providing diagnostic software solutions, particularly those experienced in healthcare technology and digital pathology systems. Businesses capable of delivering integrated software packages for multi-site operations and demonstrating robust experience with NHS contracts will be particularly well-positioned to compete for this contract, valued between £6.5 million and £7.5 million over five years. Companies should prepare to engage actively in the pre-market engagement process to ensure their offerings align with the specific needs outlined by the WMCA.

Notice Title

Diagnostic Digital Pathology System Solution

Notice Description

The West Midlands Cancer Alliance (WMCA) operates across 6 Sustainability and Transformation Partnerships (STPs) and includes NHS Trusts/Foundation Trusts (FT) from across the region. The WMCA serves a population of some 5.8 million people. Within the WMCA there are four tertiary referral cancer treatment centres at University Hospitals of North Midlands NHS Trust, Royal Wolverhampton Hospital NHS Trust, University Hospitals Coventry and Warwickshire NHS Trust and University Hospitals Birmingham NHS Foundation Trust (UHB). These tertiary referral centres would form the hubs for centralisation and governance for an infrastructure of a diagnostic digital pathology service with a smaller number providing services for highly specialised tumours within the West Midlands catchment area. On behalf of the WMCA, UHB is procuring systems/services to implement, install and configure a multi-site diagnostic digital pathology system solution to replace current histological services. The Authority is providing potential bidders the opportunity to review an Outline Specification for the Diagnostic Digital Pathology System Solution and provide feedback via a Pre-Market Engagement Questionnaire. The Authority is seeking responses to the questionnaire by 5:00 pm on 2.10.2018. These documents can be accessed via the Authority's eSourcing Portal and completed questionnaires must be submitted via the eSourcing Portal. As part of its procurement process, the WMCA will decide whether to purchase a solution outright, or, to let a contract for a managed service of up to 5 years. The estimated total value of this requirement for the five year contract period is 6.5 to 7.5 million GBP.
