Notice Description

NHS Ipswich and East Suffolk Clinical Commissioning Group, NHS West Suffolk Clinical Commissioning Group and NHS North East Essex Clinical Commissioning Group seek to jointly commission an Integrated Urgent Care Service across Suffolk (minus Waveney) and North East Essex. The 3 CCGs are all within the same Sustainability and Transformation Plan (STP) footprint and seek to award a contract to a single legal entity responsible for the provision of a functionally integrated 24/7 urgent care access, clinical advice and treatment service (incorporating NHS 111 and OOH services). The Service will also include the provision of Primary Care streaming in ED for the Suffolk CCGs. The contract may be amended in terms of the original services supplied through a variation to the contract in accordance with Regulation 72 (1) (a) of the Public Contracts Regulations 2015; The potential developments include, but are not limited to the following areas: In the Ipswich and East Suffolk CCG and West Suffolk CCG area only: a Care Co-ordination Centre (CCC) which currently provides the single point of access and pathway coordination for community health services (adults and children) responding to urgent and non-urgent care demands. This Single Point of Access for the CCC will be integrated as part of the national NHS 111 patient pathway for care and treatment and will provide the local response, underpinned by local pathways and services (as set out in the Directory of Services (DoS)). Over the lifetime of the contract we would foresee the Provider working closely with the system to develop further links to or consolidation of other contact points such as those provided by the local authority, in-hours primary mental health and acute sectors. We also foresee that the Integrated Urgent Care Service would use its position to innovate in the fields of telehealth, telemedicine and telecare. Commissioners working with local system partners are reviewing current mental health crisis services and how to better integrate these. As part of this we are reviewing opportunities to create a single mental health crisis access point and clinical triage and wish to work with the IUC Provider on this in due course which may include linking this through the IUC Service and onwards to mental health organisations as appropriate. The successful Provider will also be expected to join the emerging three alliance partnerships within Suffolk and North East Essex. The Provider will be expected to work collaboratively with North East Essex CCG's Urgent Treatment Service Alliance (including primary care and wider urgent care services) so that patients view urgent care as one seamless service irrespective of any different providers. The Contracting Authorities do not intend to hold themselves bound by any of the Regulations, save those applicable to Schedule 3 Services. You are advised that the budget will be in the region of PS11.480m and 12.756m per year inclusive of CQUIN at 2.5% across the period of the contract, therefore 80.36m to 89.292m total contract value, for the potential 7 years, which is a combination of 5 years, plus a possible extension of up to 2 years. The maximum budget for the evaluated five years is PS63,784,231 which includes CQUIN at 2.5%.
