Summary of the contracting process

The Medway Council is currently seeking to award a contract for the "Enhanced Hostel Service," aimed at providing support for vulnerable rough sleepers in Medway, located in the South East of England. This tender falls under the category of social services with a budget of £45,000. The procurement is currently in the Tender stage, having been published on 20th February 2019, and with a deadline for submissions set for 1st March 2019. The contract is expected to commence on 1st April 2019 and extend until 31st March 2020, requiring potential providers to develop strong engagement strategies and collaborate with various agencies.

This contract presents significant opportunities for small and medium-sized enterprises (SMEs) and voluntary community and social enterprises (VCSEs) that specialise in social services, particularly those with experience in housing support and engagement with vulnerable populations. Firms that can demonstrate innovative service delivery methods, effective partnership working, and a commitment to inclusive practices will be well-placed to compete for this tender, thereby expanding their footprint in the public sector and contributing positively to the community’s welfare.

Notice Title

Enhanced Hostel Service

Notice Description

Medway Council wants an enhanced hostel service to provide an intensively supported housing option for the most vulnerable rough sleepers in Medway. The service will need to provide support to former rough sleepers as they become established in supported housing setting. The overall aim is to impact positively on the number of rough sleepers on the streets of Medway who are not able to make use of widely available routes into accommodation, and who have not been able to access standard levels of supported accommodation and sustain this accommodation. The service must therefore include methods of supporting people who may be reluctant to accept help. This will require very robust engagement strategies from the provider, who will need to work in close partnership with other statutory and voluntary agencies as applicable, and also need to make sure that relationships with other people in the standard parts of the hostel are managed effectively. Additional elements, such as the inclusion of peer supporters or volunteers would be welcomed, as well as any ideas for innovation in the provision of the service or sourcing of accommodation.
