Notice Description

Buckinghamshire, Oxfordshire, and Berkshire West (BOB) Integrated Care Board (ICB), ("the Commissioner") are seeking a Provider who has the capability and capacity to deliver Urgent Care Services. Buckinghamshire has multiple services delivering urgent care and now have an opportunity to bring together those services into a single contract. The commissioner has been working with the Acute and Community Trust, GP Federation and Primary Care Networks and GP Alliance to form an integrated model of care for Buckinghamshire. This procurement aims to bring together the current urgent care services into a single contract offering The envisaged Urgent Care Services will include the following: * Non-face-to-face Clinical Assessment Service - taking all relevant 111 dispositions resulting in Primary Care and Urgent Treatment dispositions, . 24-hours a day. * Clinicians who will assess via the Clinical Assessment Service (CAS) and: o manage patients over the phone / virtually as clinically appropriate o book patients into GP Practice slots in hours (appointments and approach provided by Bucks Practices) o Book patients into Urgent Treatment Centre (UTC) slots at most appropriate sites o Book patients into ED slots in agreement with ED team / BHT o Arrange home visits where required * Management and delivery of the Urgent Treatment Centre at Wycombe Hospital 8am to 8pm for illness and injury, bookings and walk-ins * Management and delivery of the Urgent Treatment Centre at Stoke Mandeville Hospital 24/7 including streaming and treatment for bookings from the CAS and walk-ins * Undertake home visits out of hours where clinically appropriate The initial contract duration will be for four years and nine months, with an option to extend for a further two years (at the Commissioners discretion), with services due to commence on 1st July 2024. The total maximum combined lot value over the life of the six year and nine-month contract is PS61,249,000, inclusive of mobilisation costs. TUPE implications are likely to apply; workforce information is available upon request during the tender period. The tendering process will be conducted in accordance with the requirements and flexibilities provided by Regulations 74 to 76 of the Regulations. The Authority will run a transparent tender process, treating all Bidders equally. For the avoidance of doubt, the Authority will not be bound by the Regulations or the Treaty on the Functioning of the European Union or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services. Neither the inclusion of a Bidder selection stage, nor the use of any language or terms found in the Regulations, nor the description of the procedure voluntarily adopted by the Authority ("Open", "Restricted", "Competitive Procedure with Negotiation", "Competitive Dialogue" or any other description), nor any other indication, shall be taken to mean that the Authority intends to hold itself bound by the Directive or Regulations, save by the provisions applicable to services coming within the scope of Schedule 3 of the Regulations. Bidders will be notified of a contract award decision and the Contracting Authority intends to voluntarily observe the 10-day standstill period in accordance with the Public Contracts Regulations 2015 ('Regulations'). Details of the dates of the standstill period will be outlined in the Contract award notification letter. The Regulations provide that aggrieved parties are to take action in the High Court (England and Wales).
