Summary of the contracting process

Bracknell Forest Borough Council has awarded contracts under the "Reopening the Home Care Support Framework (Flexible Framework)" in the social work services industry category in England, United Kingdom. The framework aims to support individuals, primarily aged 65 and over, with Home Care services which include personal care and reablement, following hospital admission. After commencing on 1st April 2022, the framework is set to expire on 30th September 2027. The recent award decision was published on 13th March 2026, with the contracts starting on 16th March 2026 and concluding by the same expiry date. The procurement process used was an open procedure, catering to small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs).

With an estimated contract value of £250,000, businesses specialising in Home Care services without accommodation have the opportunity to expand their offerings by enrolling in this framework. This initiative welcomes CQC registered providers that are adept in delivering regulated care activities for older adults. Suppliers such as Aptine Care Services and Be Well Care Ltd, among others, have been awarded positions on the framework, showcasing that businesses focusing on personal care and support are well-suited to succeed. Participation in the framework does not guarantee service volumes, presenting flexible opportunities for growth based on increasing demand. This setting enables companies to leverage their expertise to improve quality care and benefit from the expansive network within the framework.

Notice Title

Reopening the Home Care Support Framework (Flexible Framework)

Notice Description

The Council's Home Care Framework commenced on 1st April 2022 and will expire 30th September 2027. In line with the Framework terms and conditions, the decision was taken to reopen the Framework to new providers to meet to meet demand. The service is intended to support individuals aged 18+ who live within Bracknell Forest and meet the eligibility threshold for care and support as set out in the Care and Support (Eligibility Criteria) Regulations 2014 for the Care Act 2014. Individuals will have a range of care needs, including complex and challenging behaviours. Home Care is the provision of personal care and practical support necessary to maintain an individual's health, well-being, hygiene, and safety. The service allows people to remain in their own homes and maintain both their independence and quality of life, helping to prevent more costly solutions such as residential care. The service includes activities such as personal care and discharge to assess and supports the reablement of individuals following hospital admission. Whilst the service is available to eligible people 18+ the provision is primarily and foremost a regulated activity for people 65+, delivered by CQC registered providers.
