Summary of the contracting process

Lancashire County Council procured careers hub services across the wider Lancashire area, including Blackpool and Blackburn with Darwen. The service is intended to work with the Lancashire Skills and Employment Board and Lancashire Skills and Employment Hub. Its purpose is to increase the number of planned employer encounters and workplace experiences available to young people throughout their educational journey, while helping schools and colleges take a strategic approach to improving their careers offer. This is a public service contract covering career guidance and related careers support, rather than the supply of physical goods or construction works. The buyer is Lancashire County Council, based in Preston.

The procurement has been awarded following an open procedure above the relevant threshold. The tender closed on 11 June 2024 at 12 noon, and the contract was awarded to Inspira on 2 July 2024. The awarded value is £1,941,000, with an initial contract period from 1 September 2024 to 31 August 2027. The original procurement described a minimum estimated value of £647,000 and a maximum estimated value of £1,941,000. The requirement was identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. The contract is recorded as active, and Inspira is the selected supplier.

This award shows demand from Lancashire County Council for an organisation able to coordinate careers activity across Lancashire, Blackpool and Blackburn with Darwen, working with regional skills bodies as well as schools and colleges. A credible future competitor would need practical experience of careers guidance, employer engagement and workplace experiences for young people, together with the ability to build and manage relationships across a broad education and employment network. It would also need to support schools and colleges in adopting a strategic approach, rather than delivering isolated events. The opportunity was considered suitable for SMEs and voluntary, community and social enterprises, indicating that a capable specialist or mission-led provider could compete alongside larger organisations.
