Notice Description

This procurement exercise is to be run pursuant to Regulations 74, 75 & 76 of Chapter 3 of the Public Contract Regulations 2015 (PCR2015), and is for Social Care Services which are considered 'Light Touch Regime' services, as specified in Schedule 3 of the PCR2015. Accordingly, the Council is only bound by those parts of the Regulations detailed in Chapter 3 'Particular Procurement Regimes - Section 7. This procurement is for a 'flexible' framework agreement which is to operate as an overarching agreement, to deliver services with contractual provision for 'call-offs - as and when required. 1. We intend to award a Framework Agreement up to a maximum of three (3) providers. However, where the authority is not in a position to award to three providers, it reserves the right to award to a lower number. 2. Each Framework 'Call-off' contract will be based upon the delivery of a fully operational Residential Home, with 100% exclusivity of placement referrals to Coventry City Council. 3. Premises shall not be provided by the Council and are a key aspect in the successful providers delivering the required residential service provision, in their own premises, within the City of Coventry. Consideration of this must be demonstrated in your response to the ITT. 4. There is no guarantee afforded to any successful framework provider for the delivery of a residential home. Initially, the successful framework providers will be ranked in order of total tender evaluation score. If a residential home is required, direct awards will be carried out to each of the ranked providers, in descending order of tender evaluation ranking - the highest scoring provider tasked with delivering the first home etc 5. If, after 24 months of the Framework Agreement commencement date, no direct awards have been made, then the tender evaluation ranking system becomes null and void and all future residential homes required, will go through the mini competition process as described in the Tender documentation. Alternatively, if all direct awards are made within the initial 24 months of framework commencement, then any future residential homes required will go through the mini competition process as defined in the tender documentation. 6. Each call-off contract duration will be for an initial four year period, from the service (Residential Home) commencement date, with an option to extend up to a further four years - a possible eight (8) years in total, per home. 7. The specific date(s) of the requirement for the delivery of any of the residential homes cannot be confirmed for this ITT. Nevertheless once any direct award or further competition has been awarded, the delivery of each fully operational residential home will be to timescales mutually agreed between the successful Provider and the Council, however, and for the avoidance of doubt, each framework provider must ensure the service commencement date of each new home is no longer than eight (8) months f...
