Notice Description

The London Borough of Tower Hamlets and NHS Tower Hamlets Clinical Commissioning Group aims to commission a service to improve outcomes for individuals with mental health problems by supporting people into work, vocation, learning, social inclusion and personal development activities according to personal wellbeing goals. It will do this through the commissioning of three distinct contracts focused on recovery and wellbeing: Lot A Information and Coproduction Service; Lot B 1:1 Support Service and, Lot C Employment Hub. The full five year contract value is as follows: Lot A - Information and Coproduction Service: PS3,008,072.50 Lot B - 1:1 Support Service: PS1,258,072.50 Lot C - Employment Hub: PS1,650,000.00 The Authority is issuing this ITT to the Bidders to commence the tender stage of this Procurement Exercise. The purpose of this ITT is to request Bidders submit a Tender with a view to identifying the Most Economically Advantageous Tender which best meets the Council's requirements for the Contract. While Bidders are required to return all documents at the same time in their Tender, the Authority will be evaluating the Selection Questionnaire documents separately to the other documents in the Bidder's Tender. Additional information: Initial Contract Duration: 36 months Extensions: 24 months (12 months + 12 months) Bidders should note that the Contract relates to services that fall under the "light touch" regime of Regulations 74 to 77 of the Public Contracts Regulations 2015. This Procurement Exercise will therefore be run in accordance with the Public Contracts Regulations 2015 as they apply to "light touch" services. While the Authority is following a process similar to the open procedure under the Public Contracts Regulations 2015 neither that fact nor any other statements, acts or omissions of the Authority in connection with this Procurement Exercise should be taken as indicating that the Authority intends to be bound by the provisions of the Public Contracts Regulations 2015 or the general principles of the Treaty on the Functioning of the European Union to any greater extent than applies by law.
