Summary of the contracting process

Hull City Council commissioned replacement and standardisation of building door-access control across 18 council buildings in Hull. The works replace remaining Tyco C-Cure and non-networked Paxton Switch 2 systems with Paxton Net2 networked access control, aligned with the council’s security protocols. Existing wiring, magnetic locks, door locks and power supplies are to be reused where suitable. The buildings are occupied and operational public-service sites, so delivery requires coordination with the council’s project manager, client and building managers to limit disruption. Safeguarding considerations apply at some sites, and safe working around staff, visitors and members of the public is important. This is a building security installation and improvement project, classified as construction work.

The procurement is complete and Hull City Council awarded the contract to OpenView Security Solutions Ltd. The award date was 9 December 2025 and the awarded value was £177,388.02. The contract period runs from 13 March 2026 to 9 October 2026. The original procurement used an open procedure, with a stated estimated value range of £130,000 to £155,000; the final award value is higher than that upper estimate. The tender deadline was 23 June 2025 at 12:00. The requirement covered 18 buildings as one overall project, rather than being described as separate lots. The procurement was identified as suitable for small and medium-sized enterprises. The published data does not state the evaluation criteria.

For suppliers preparing for a comparable access-control requirement from Hull City Council, this award demonstrates demand for replacing legacy C-Cure and non-networked Paxton Switch 2 equipment with networked Paxton Net2 systems across a multi-site estate. Relevant capability includes access-control system installation and configuration, adapting existing wiring and reusing locks and power supplies where suitable, and coordinating work in occupied public buildings. Credible suppliers would need to plan site-by-site delivery with council project and building managers, keeping disruption to public services low. Experience working safely around staff, visitors and the public, and managing safeguarding requirements at sensitive sites, would be valuable. The council used an open procedure and the procurement was marked as suitable for SMEs, indicating that suppliers of SME scale were considered eligible for this type of works contract.

HULL CITY COUNCIL- Door Access Control Improvements 2024 (Various Sites)

Notice Description

The Client Kingston upon Hull City Council is in the process of standardising and improving its Building Access Control systems across its property assets. This contract is for the replacement of remaining "Tyco C-Cure" systems and Paxton Switch 2 systems (non-networked) across Eighteen sites, to Paxton Net 2 systems, thus allowing for a standard internal network-based system to coincide with the Councils security protocols. It is expected that much of the existing C-Cure system wiring (where applicable) can be re-used and adapted to operate on the Paxton System and where Maglocks/door locks are in place these can also be re-used along with their power supplies. The project works are across 18 Hull City Council buildings, all of which are occupied, operational and serve the public. The winning contractor will be expected to liaise closely with the Project Manager, client and building managers with regard s to the programming and delivery of the works to minimise disruption and impact on the services offered. Safeguarding will need to be considered at some sites due to the nature of the services offered and health and safety of the staff, public and visitors will be key across all sites.
