Notice Description

This contract has been awarded. Chichester District Council wishes to appoint suitably qualified consultants to undertake a whole plan viability assessment and viability of Strategic Development Locations and CIL viability including: a. Policy development viability testing b. Affordable housing requirement viability testing c. Site-specific viability testing for up to 12 Strategic development locations and a number of other key sites d. Viability testing for a range of site types e. Advice on a range of appropriate CIL charges based on different levels of affordable housing. This work will be used to inform the viability of sites and percentage of affordable homes to be delivered in the Local Plan Review (which will run to 2035 but as a contingency should run to 2036 in case of plan slippage), and any changes required to the current Community Infrastructure Levy Charging Schedule, which was implemented on 1 February 2016. The Whole Plan Viability Assessment will be a key piece of evidence to be used at the Local Plan Review Examination and at the CIL Review Examination. The consultants should be prepared to give evidence at these examinations and to provide separate quotes for preparation and attendance at these examinations. The quotes should also separately include an allowance for providing an update to this work, if the Local Plan strategy substantially changes as a result of consultation changes prior to its submission.
