Summary of the contracting process

Colchester City Council commissioned retrofit energy upgrades to its council housing stock, with Colchester Borough Homes managing the procurement on the council’s behalf. The work supports the council’s housing investment programme: maintaining homes, improving energy performance and meeting its landlord obligations. The requirement covers retrofit works to housing, including insulation and solar installation, alongside associated energy-related services. Delivery is for council homes in the Colchester area, within Essex. The procurement is classified as works and relates to housing construction and energy upgrades. This is a programme of property improvements rather than a supply-only purchase, so relevant businesses are contractors able to carry out retrofit work across occupied or managed housing stock.

The contract has been awarded to Aran Insulation Ltd. The award was made on 25 September 2026, at a value of £2 million. The contract period runs from 1 October 2026 to 30 September 2028, with an option to extend for two further one-year periods, subject to performance. The council used a direct award through the LHC Retrofit and Decarbonisation framework, selecting the supplier ranked first for the required disciplines in the Essex area. The framework lot covered multidisciplinary works in the £750,000–£2 million range. The tender deadline was 12 June 2026. The procurement was not divided into lots in the published information; no specific evaluation criteria beyond the framework ranking are described.

This award demonstrates demand from Colchester City Council for retrofit energy upgrades to its housing stock, delivered through a multidisciplinary framework route and at a substantial programme scale. A future competitor would need the capacity to undertake housing retrofit works, particularly insulation and solar installation, and to coordinate associated energy-related services. The selected supplier’s first-place ranking for the required disciplines in the Essex region shows the importance of framework position and relevant regional coverage. Businesses considering similar work for this buyer should be able to evidence delivery capability across council homes and a track record that supports effective performance over a multi-year contract. The council’s programme links property condition, tenant benefit and statutory landlord responsibilities, so credible providers need to address energy improvements as part of wider housing investment.
