Summary of the contracting process

The Ministry of Defence has completed the award stage of the Global Bulk Fuels Service (GBFS) Framework Agreement under tender ID 711232454, with significant implications for the fuel industry. This project, which falls under the goods category (specifically fuel, as per CPV code 09100000), involves the supply and delivery of various types of bulk fuels to multiple global locations including British Overseas Territories, the Channel Islands, Europe, and the UK. The open procedure procurement method was used, indicating a competitive selection process appropriate for contracts above the threshold. The framework agreement is valued at £1,359,000,000 and is set to run from 1st May 2025 through 30th June 2029. The contract was awarded on 25th April 2025 and published on 30th April 2025, following its tender period deadline on 28th February 2025.

This framework offers substantial growth opportunities for large-scale suppliers involved in the supply chain of aviation and marine fuels, diesel, gasoline, and kerosene. With multiple awarded suppliers, including industry leaders like BP International Limited, Agility DSG UK Ltd, and Kuwait Petroleum International Aviation Company UK, the contract encourages participation from companies capable of large-scale fuel distribution and logistics across varied locations. The procurement process, designed with an emphasis on strategic sourcing and delivery efficiency, provides a platform for businesses that can meet stringent operational requirements and leverage economies of scale—thereby driving both market competitiveness and innovation in fuel management solutions.
