Summary of the contracting process

Wolverhampton City Council commissioned an external provider to manage high-volume, varied debts that remain unpaid after its enforcement agents or external collection agents have exhausted their recovery attempts. The service covers pre-legal work and legal debt recovery, using software for data cleansing and improved recovery. It assesses debtors’ propensity to pay, progresses cases through individually authorised legal stages where appropriate, and identifies debts considered irrecoverable so the Council can write them off. The requirement is for legal debt recovery and management services supporting the Council’s income collection; delivery is for Wolverhampton City Council in Wolverhampton.

The procurement is complete and has been awarded to Muckle LLP. The award was made on 28 September 2026, with a contract period from 30 September 2026 to 29 September 2028. The awarded contract value is £400,000. The requirement was run as a mini-competition under the NEPO Legal Services arrangement. The procurement was for services and had a stated deadline for submissions of 12 May 2026 at 12 noon. The published information does not set out the evaluation criteria or eligibility requirements, so the award outcome and the service requirement are the available basis for understanding the selection.

This award demonstrates demand from Wolverhampton City Council for a supplier able to handle a high volume and wide variety of overdue debts, combining pre-legal recovery with legal action when individually authorised. A credible competitor for a future requirement would need effective debt-management software, including data-cleansing capability and processes that support enhanced recovery, as well as the operational capacity to assess propensity to pay and manage cases through appropriate legal stages. The service also requires sound judgement in identifying debts that are irrecoverable for the Council. The work was awarded through a mini-competition under the NEPO Legal Services arrangement, so suppliers should be positioned to compete through that route when the Council’s requirement next comes to market.

Notice Information

Notice Title

CWC25130 - Debt Recovery and Management Systems Mini Competition (NEPO Legal Services)

Notice Description

This contract is required to increase income collected in respect of debts where legal action is required to encourage payments, through procurement of an external provider. There is a requirement for an external provider to undertake high volume and variety of debt for pre-legal and legal services, using appropriate software for data cleansing and enhanced recovery rates, as the capacity and systems are not currently present within the Council. Once Enforcement Agents for Council Tax and Business Rates, or External Collection Agents for Sundry Debts have exhausted their attempts to collect amounts due to the council, debts will be referred to identify propensity to pay and then progress to individually authorised legal stages where appropriate or identified as irrecoverable for the Council to proceed to write of the debt.
