Summary of the contracting process

The Ministry of Justice, headquartered in London, has completed the award phase for the "Confiscation Orders Pilot," a legal services contract valued at £100,000. This contract was awarded to Shakespeare Martineau LLP and falls under the Legal Services industry category (CPV: 79100000). The pilot scheme, a call-off from the Crown Commercial Services Debt Resolution Services Framework (RM6226), will run from 10th February 2026 to 9th December 2026, aiming to test collaboration with the private sector to enforce confiscation orders in various courts across the British Overseas Territories, Channel Islands, Europe, Isle of Man, and beyond. The procurement method was selective, indicating a competitive process amongst pre-qualified suppliers.

This tender represents a significant opportunity for businesses specialising in legal and litigation services, particularly those experienced in handling confiscation orders and debt resolution. Companies that can deliver innovative legal strategies in high court and county court settings will find this contract beneficial for expanding their service portfolios. The Ministry of Justice's engagement with the private sector through this framework may encourage similar future contracts, suggesting further prospects for firms adept in public-sector collaborations and legal enforcement services. Small and medium-sized enterprises (SMEs) could find particular opportunity if similar procurements are opened up under future lots or frameworks.

Notice Title

Confiscation Orders Pilot

Notice Description

This is a Call Off Contract awarded under the Crown Commercial Services (CCS) Debt Resolution Services (DRS) Framework (RM6226). The Call Off is awarded under Lot 6 - Litigation Services. The contract is for a pilot scheme to test working with the private sector to enforce cases in the High Court and county court, including applications for charging orders, orders for sale and third-party debt orders. Confiscation orders are the principal means by which the government carries out its policy to deprive criminals of the proceeds of their crimes. They are used with the intention to disrupt and deter criminality. The prosecution can ask the Crown Court to make a confiscation order after a defendant has been convicted of a criminal offence. A confiscation order requires the defendant to pay back the benefits they've obtained through crime.
