Brief Description of Requirement The Low Pay Commission (LPC) invites tenders for research to assess the factors that affect the labour market decisions of young people aged 16-24. We are particularly interested in whether these factors have been affected by the recent change to the minimum wage framework as a result of the introduction in April 2016 of the National Living Wage for those aged 25 and over, and the 21-24 Year Old Rate. We are also interested in the wider labour market and educational policy framework for young people and how it differs to that which existed when the National Minimum Wage was introduced in 1999 and when the 16-17 Year Old Rate was introduced in 2004. Please ensure you review all attached information to ensure a full understanding of this requirement. All attachments can be found with the RFx attachments tab within the Emptoris System. This contract will be awarded based on the evaluation criteria set out in the ITQ / RFP document. How to Apply As part of the strategic alliance between UK Shared Business Services Ltd (UK SBS) and Crown Commercial Service (CCS), UK SBS will be using the CCS eSourcing Suite for this procurement.
