Summary of the contracting process

Highways England is planning a tender for the supply of air quality monitoring devices for the A38 Saltash tunnel. The devices should detect and monitor various air pollutants, including PM2.5 diesel particulate, carbon monoxide, nitrogen oxide, and sulphur dioxide. The tender is currently at the planning stage, with an engagement end date set for 23rd June 2021 at 12:00. This project is located in the South West region of the United Kingdom and is classified under the industry category of pollution-monitoring devices.

This tender presents an excellent opportunity for businesses involved in pollution monitoring and airborne particle measurement services to engage with Highways England. Companies that specialise in environmental technology, particularly those offering self-contained monitoring equipment, will find this tender particularly relevant. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to participate to help Highways England assess the supply chain capabilities before planning a competitive procurement process.

Notice Title

A38 Saltash Tunnel - Air Quality Monitoring Devices

Notice Description

Highways England are looking to identify potential suppliers who are able to supply air quality monitoring units for the A38 Saltash tunnel. The devices must be able to detect, monitor and report: o PM2.5 Diesel Particulate o CO (Carbon Monoxide) o NO (Nitrogen oxide) o SO2 (Sulphur Dioxide) Background: There is a need to evaluate the potential for safe working within a live tunnel bore thus reducing the impact of the works on the adjacent local network and residents. The data gathered will be used to assess whether live working is a viable option and could also be extremely valuable for the feasibility and design of the tunnel ventilation system which is due to be refurbished. The initial monitoring project is envisaged to be short term; with installation and monitoring for a minimum of 6 months prior to commencement of site works in the tunnel in mid 2022. The monitoring equipment will be self-contained and not interfaced with any HE systems or tunnel equipment. It should be noted that should live working be a viable option and be taken by the works contractor, any subsequent monitoring during the tunnel works itself, is expected to be provided by the works contractor. In order to determine procurement options for the next stage of the project, Highways England needs to identify potential suppliers in the market who can fulfil our requirement which will allow us to plan a route to market. Additional information: This is a call for early engagement so Highways England can understand who in the market can meet these needs. Once Highways England has a clear understanding of the supply chain it can plan an appropriate route to market. If you are interested in responding please email lee.bryant@highwaysengland.co.uk with a brief summary of your company and product information. Please note this is not a call for competition. Deadline for Document Return (12:00) on 23rd June 2021
