A Water Cycle Study for Hart District Council, Rushmoor Borough Council and Surrey Heath Borough Council

Notice Description

Hart District Council (HDC), Rushmoor Borough Council (RBC) and Surrey Heath Borough Council (SHBC) together form a Housing Market Area (HMA) and Functional Economic Area (FEA). Hart District Council and Rushmoor Borough Council are at different stages of preparing a new local plan for their areas. In the case of Hart District Council, the new local plan is being prepared with the assistance of East Hampshire District Council?s Planning Policy service. Surrey Heath Borough Council is currently in the process of updating their existing evidence base to inform future planning policy work programmes. Each local plan will set out a vision and strategy for delivering long term growth, making provision for new housing, employment, retail and other commercial development; together with the supporting physical and community infrastructure. Local plans will need to satisfy the requirements of the European Water Framework Directive and the associated Thames Basin River Management Plan (Environment Agency 2015). A water cycle study (WCS) is therefore required and will aim to show that the proposed levels of new development can be accommodated by existing and/or new water supply and drainage infrastructure, without jeopardising local water quality.
