Summary of the contracting process

Norfolk County Council procured mains gas for its premises in Norfolk, with delivery across the county. This was a call-off from the ESPO framework agreement for mains gas. The requirement covers the council’s own premises; gas supply to Norfolk Fire and Rescue Service is covered by a separate agreement. The procurement is for a commodity supply rather than installation or other gas-related works. The description also allows for the agreement to be transferred to successor local authorities or a strategic authority if local government reorganisation or devolution changes how Norfolk is governed, and for the council or successor bodies to order supply for other local authorities within Norfolk’s current boundaries.

The procurement is complete and was awarded to TotalEnergies Gas & Power Limited. Norfolk County Council used a selective procedure, making a call-off from the ESPO mains gas framework. The award date was 24 April 2026. The estimated contract value is £2.4 million; actual value depends on usage and may exceed that estimate. The contract period runs from 1 April 2027 to 31 March 2031. The requirement was treated as a single supply for council premises, with no separate lot awards reported. The published information describes the framework call-off route but gives no further evaluation basis or supplier eligibility conditions.

This award shows recurring public-sector demand for mains gas to supply a county council’s premises, at substantial scale and over a multi-year term. A credible competitor for a future Norfolk County Council requirement would need to source and deliver mains gas reliably across a dispersed public estate, manage supply in line with variable consumption, and compete effectively through an established framework route. Suppliers should be prepared for a requirement that may be extended to successor local authorities, a strategic authority or other local authorities within Norfolk’s current boundaries if governance arrangements change. The selected supplier is a large energy company, indicating that the buyer placed the requirement through a route suited to established framework suppliers and a substantial, usage-dependent supply commitment.

Notice Title

Mains gas for Norfolk County Council

Notice Description

Norfolk County Council conducted a call-off from ESPO framework agreement 192_27 Supply of Mains Gas for supply of mains gas to Norfolk County Council premises. A separate agreement has been entered into for supply of mains gas to Norfolk's Fire and Rescue Service. In respect of Local Government Reorganisation ("LGR"), on 7 September 2026 the government withdrew an earlier decision that it was minded to establish three unitary councils for Norfolk and announced a 'rapid review' of its LGR programme in respect of Norfolk and some other areas. On 4 December 2025, the then Secretary of State for Local Government made a written statement [UIN HCWS1128] stating that the government intended to establish a Mayoral Strategic Authority for Norfolk and Suffolk as soon as possible, and that it was minded to hold inaugural mayoral elections in May 2028. On 7 September 2026, the current Secretary of State said: "The Prime Minister is really clear that the Government's ambition is to ensure that every area in England has, or is in the process of establishing, a strategic authority by the end of 2027, with strategic authorities in place everywhere by the end of 2028". Should LGR and/or devolution processes lead to unitary local government in Norfolk and/or to the establishment of a strategic authority covering Norfolk (i) the contract may be transferred, assigned or novated to any successor authority(ies) to the county council, or to any joint body incorporating or formed by any such successor and/or to any strategic authority; and/or (ii) the council or a successor authority or joint body may order services on behalf of other local authorities serving any area within Norfolk's current geographical boundaries.
