Summary of the contracting process

Lincolnshire County Council procured an Appropriate Adults service for children involved in police custody and voluntary suspect interviews in Lincolnshire. The provider must accompany children detained in custody or attending voluntary interviews when a parent, carer or other suitable representative is unavailable, safeguarding their rights, entitlements and welfare. The service also covers children in detention who need an age assessment to establish whether they are under 18. Delivery is across Lincolnshire, including Lincoln. This is a children’s social welfare service, rather than a general counselling or residential care contract.

The procurement is complete and was awarded to Child Action Northwest on 8 October 2026. The recorded award value is £0. The contract period runs from 1 December 2026 to 30 November 2028. The council conducted a selective further competition among suppliers appointed to the YPO Appropriate Adults dynamic purchasing system, using a quality-and-price assessment to identify the most economically advantageous proposal. The requirement was treated as a single service, with no separate lots described. The competition deadline was 17 September 2026 at noon. The council’s stated suitability covered small and medium-sized businesses and voluntary, community and social enterprises.

For suppliers considering this requirement when it next comes to market, the award shows that Lincolnshire County Council buys a county-wide, child-focused Appropriate Adults service through a further competition within the YPO DPS. A credible provider would need to deliver responsive accompaniment for children in police custody and voluntary suspect interviews, including support where age assessment is required. The core capability is safeguarding children’s rights, entitlements and welfare when a parent, carer or other suitable representative cannot attend. Providers should be able to support activity across Lincolnshire and compete on both service quality and price. The process was open to SMEs and voluntary, community and social enterprises, so those business types were considered suitable for this service.

Notice Description

Lincolnshire County Council is conducting a further competition among Suppliers appointed to the Yorkshire Purchasing Organisation (YPO) Appropriate Adults Dynamic Purchasing System (DPS) 1015 for the provision of an Appropriate Adults Service for children. The service shall ensure that all children in Lincolnshire who, as required by Lincolnshire Police, have been detained in police custody or attend a voluntary police interview as a suspect, are accompanied by an Appropriate Adult to safeguard their rights, entitlements and welfare in the absence of a Parent/Carer or other suitable representative. In addition, the service shall ensure that an Appropriate Adult is available to support and accompany children detained in Lincolnshire who require an age assessment to determine whether they are under the age of eighteen (18). The evaluation will be based on which proposal is the most economically advantageous to the Council and shall utilise a Quality/Price evaluation criteria to select the successful Supplier.
