Summary of the contracting process

The East Riding of Yorkshire Council is procuring a "Health and Wellbeing Advisor and Connector Service" in the health and social work services category. This tender is currently in the active stage, with a closing date for submissions set for 13 October 2021. The contract period will commence on 1 April 2022 and may extend up to an additional two years at the Council's discretion. The total contract value is approximately £1,360,000. This is an open procedure procurement, allowing for a broad range of participants to submit their proposals.

This tender presents significant opportunities for businesses, particularly small and medium-sized enterprises (SMEs) and voluntary community sector enterprises (VCSEs) that specialise in health and social care services. Companies with experience in delivering personalised support, community engagement, or health-related interventions would be well-placed to compete. Given the emphasis on innovative and collaborative approaches, businesses that can demonstrate effective community partnerships and a commitment to addressing health inequalities in the East Riding of Yorkshire will have a competitive advantage.

Notice Title

Health and Wellbeing Advisor and Connector Service

Notice Description

The existing service has identified significant opportunities within the East Riding's adult population to prevent, delay or reduce the pressure on ASC through early intervention and timely personalised support to address and improve resident's Mental, Physical and Social health, reduce inequalities and inequities resulting from Access and infra-structure issues in the area. The Council is seeking a collaborative, innovative and altruistic partner organisation, experienced in working with people, communities and partners to deliver time limited, personalised support to residents in a variety of ways and locations. This service is to be based within the East Riding of Yorkshire and will only be accessible to adult residents of the East Riding of Yorkshire. The new Service is smaller, in terms of the combined staffing requirements of link and connectors, than the previous social prescribing contract. This change in requirement is due to the changes in the ways the Authority's services are being commissioned and the inclusion of link workers in PCNs and increased capacity delivered by the NHS in its 10 year plan. This is a light touch regime procurement. The contract will be for a period of two years initially with options for extensions upto a maximum of two additional years at the Council's discretion.
