Summary of the contracting process

The procurement process initiated by Health Education England focuses on the "Perinatal Clinical Psychology Programme," aimed at providing vital education and training services within the healthcare sector. This tender is currently in the planning stage, with a closing date set for midday on 14 March 2022. The programme is planned to commence on 1 April 2022 and will run for a duration of two years until 1 April 2024, with a financial envelope of £569,256 excluding VAT. The project is situated in Leeds, England, and is classified under the CPV code for education and training services.

This tender presents significant growth opportunities for universities and educational institutions specialising in clinical psychology and mental health. Businesses with a proven track record in delivering specialised training programmes, especially those with expertise in perinatal mental health, will be well-positioned to compete. As the direct award may potentially favour the University of Exeter and the University of Liverpool, other providers should leverage their own expertise in response to the specified requirements, which may lead to collaborative opportunities or the chance to expand their influence within the educational sector.

Notice Description

Health Education England are putting out this notice as a PIN (Prior Information Notice) with a view to completing a Direct Award to University of Exeter (UoE) and the University of Liverpool. The case for direct award can be found on the tender portal. HEE is seeking a provider to deliver a Perinatal Clinical Psychology Programme Heath Education England [HEE] believe that the University of Exeter and the University of Liverpool are the only university who can deliver and meet the specific requirements outlined in the specification to time, cost, and quality. They have the requisite expertise and experience to assist HEE in fulfilling Perinatal Mental Health Mandate deliverables and actions of UK government policy including the Long-Term Plan and People Plan. They have a track record of delivering a quality perinatal clinical psychology course. The combination of specialist knowledge and previous experience mean the University of Exeter and the University of Liverpool team are uniquely placed to deliver this course. In the event that the universities are unable to deliver the postgraduate training programme, there will be a detrimental impact on HEE service delivery for a number of reasons: * NHS organisations will be met by increased pressure as Perinatal Mental Health workforce numbers and quality of care will drop if education and training improvement and delivery cannot be supported by the suppliers with their expertise of the workforce. * Stakeholder engagement will be adversely impacted if HEE are unable to utilise the contacts and networks owned and facilitated by the University of Exeter and University of Liverpool uniquely.
