Summary of the contracting process

The procurement process involves North Somerset Council, which is seeking to address social care needs through the "Social Impact Bond - Turning the Tide 2016" initiative. This tender falls under the financial and insurance services industry, with a focus on health and social work. The contract, valued at £3,325,000, commenced on 4th January 2017 and will last until 3rd January 2024. The procurement method used is selective, specifically through a competitive dialogue, with the tender period having ended on 28th October 2016.

This tender presents significant opportunities for businesses that specialise in social care services, particularly those that can demonstrate innovative approaches to family preservation and support. Companies offering solutions aimed at improving family functioning and child well-being, particularly those experienced in payment by results models, will find this contract appealing. Small and medium-sized enterprises (SMEs) may particularly benefit from this opportunity, alongside larger organisations with the capability to engage in complex social services initiatives.

Notice Title

Social Impact Bond - Turning the Tide 2016

Notice Description

North Somerset Council's Turning the Tide Social Impact Bond (SIB) aims to reduce the need for children to be looked after by commissioning a service that works with families to help children safely stay at home and by keeping placements in care short through reuniting children with their families as soon as possible The service will focus on improving family functioning and resilience to improve outcomes for an estimated 240 children over an initial five year period with an opportunity to extend the contract to seven years. We have explored family preservation models but would be interested in any approaches that would deliver the outcomes. Families to be worked with will fall into two specific cohorts as follows: Cohort 1 - Families with a child aged 10 - 17 currently looked after under s.20 of the Children's Act (1989) and with a plan to return home. Cohort 2 - Families with a child aged 10 - 17 on the edge of care and at imminent risk of becoming looked after on a voluntary basis. Using a payment by results model, service provider/s will receive payments linked to key primary outcomes such as: - the child being reunited with the family and returning to the family home (cohort 1) - Improved measured family functioning and child well-being - the child remains home with their family (cohort 2) - Improved measured family functioning and children well-being
