Summary of the contracting process

Cambridgeshire and Peterborough Combined Authority (CPCA) commissioned a rail and connectivity strategy for the Cambridgeshire and Peterborough area. The strategy is intended to set out CPCA policy on rail, covering services within the region and the area’s role in the wider national rail network. CPCA is the area’s transport authority and sets strategic direction, representing seven constituent councils: Huntingdonshire, Peterborough, Fenland, East Cambridgeshire, South Cambridgeshire, Cambridge City and Cambridgeshire County. The work is transport strategy and consultancy, rather than the delivery of rail services or construction works. The stated delivery area is the East of England.

The procurement is complete and the contract was awarded to Ove Arup and Partners Limited on 3 September 2026. The awarded contract is worth £90,000 and runs from 3 September 2026 to 3 August 2027. CPCA used a selective procurement route as a call-off from a framework agreement. The published procurement value was also £90,000. The tender deadline was 17 July 2026 at 12:00. The procurement is recorded as a services contract and the work was identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. No lots or evaluation criteria are stated in the available procurement details.

For firms competing for similar CPCA work, this award demonstrates demand for specialist transport consultancy to develop regional rail policy and connect local priorities with the wider national network. Relevant strengths include rail strategy, transport planning, analysis of regional services and an understanding of how local transport authorities shape policy across multiple councils. The work calls for the ability to produce a clear, comprehensive strategy for a defined geographic area, rather than operational rail delivery or infrastructure construction. The successful supplier was a small or medium-sized consultancy, showing that this type of strategic assignment can be delivered by a firm at that scale. A credible competitor would need to combine policy development and rail-network expertise with the capacity to work across the Cambridgeshire and Peterborough area and support the transport authority’s strategic role.

The Cambridgeshire and Peterborough Combined Authority (CPCA) represents seven constituent councils including, Huntingdonshire District Council, Peterborough City Council, Fenland District Council, East Cambridgeshire District Council, South Cambridgeshire District Council, Cambridge City Council and Cambridgeshire County Council. In November 2023, the CPCA Board approved the Local Transport and Connectivity Plan (LTCP) which sets out the area's transport strategy. The purpose of the Rail and Connectivity Strategy is to provide a clear, comprehensive statement of CPCA policy on rail, covering both services within the region and the area's role in the wider national network.
