Summary of the contracting process

The UK Department for Business, Energy and Industrial Strategy (BEIS) has issued a tender titled "International Comparisons of Heating, Cooling and Heat Decarbonisation Policies". This procurement falls under the research and consultancy services sector, specifically focusing on gathering evidence to review and understand various heating and cooling decarbonisation policies from developed economies. The tender is currently in the planning stage, with proposals required to be submitted by 12:00 noon on 18 April 2017. The contract period is set to commence on 12 May 2017 and aims for completion by the end of August 2017, taking place in London, United Kingdom. The economic value of the project is estimated between £20,000 and £40,000.

This tender presents significant opportunities for businesses specialising in research and consultancy, particularly those with expertise in energy systems, decarbonisation policies, and international collaboration in energy practices. Companies that can provide a high-level overview of heating and cooling systems and understand the complexities involved in decarbonisation strategies would be well-positioned to compete. The procurement encourages participation from small and medium-sized enterprises (SMEs), making it a valuable chance for innovative suppliers to engage with a government department on critical environmental issues.

Notice Title

International Comparisons of Heating, Cooling and Heat Decarbonisation Policies

Notice Description

The UK Department for Business, Energy and Industrial Strategy (BEIS) wishes to conduct a high level evidence review of current international practice for meeting heating and cooling demand and current policies and strategies for heating and cooling decarbonisation. The project sits within a wider scheme of work being undertaken by BEIS to consolidate and review the evidence base relating to different approaches to decarbonising heat, strengthen our capability to model and assess the impacts of those approaches, and better understand the barriers, risks and uncertainties involved. This evidence review project will contribute to building a broader knowledge base within BEIS of how other countries are coping with similar challenges around heating/cooling decarbonisation and opportunities for international collaboration and learning. The project is split into two parts, though the results are to be presented in one report. All tenders should address the aims and requirements of PART 1 (high level overview of heating and cooling systems in developed economies as well as heat/cooling decarbonisation policies and strategies). PART 2 (in-depth analysis of specific case studies) is optional and should only be included in tenders where a compelling case can be made. Additional information: How to Apply: If you wish to take part in this procurement please see the attached Tender documents attached to this Notice and send your completed Proposal to Carolyn Heitmeyer at BEIS (Level 6, Abbey 2/Victoria 1, 1 Victoria Street, London SW1H 0ET) by 12.00 noon on 18 April 2017 and proposals should also be emailed after the deadline of 12.00 on 18 April 2017 to carolyn.heitmeyer@beis.gov.uk. Any late submissions will not be considered. BEIS reserves the right to halt the procurement process and to not award a contract. BEIS will not be held liable for the recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon BEIS Standard Terms and Conditions or the Short Form Terms and Conditions, which are available on Contracts Finder with this notice (based on the former Department of Energy and Climate Change (DECC)'s Standard Terms and Conditions). After reviewing and evaluating the submissions, BEIS may contact suppliers for bid clarifications. If successful and upon contract signature, the supplier is expected to attend an inception meeting in May 2017. Project completion is required by August 2017.
