Summary of the contracting process

The Department for Energy Security and Net Zero (DESNZ) has completed the procurement process for a scheme design consultancy focused on domestic energy efficiency retrofits. The contract, valued at £4,000,000 and awarded to Ernst & Young LLP, will run from 4th July 2024 to 3rd July 2026. The procurement followed an accelerated open procedure and covers various regions including the United Kingdom, British Oversea Territories, Channel Islands, Europe, Isle of Man, and the Rest of the World. This initiative falls under the industry category of Government services, with a specific focus on resourcing and technical capability to support the design of a new domestic energy efficiency retrofit scheme.

This tender presents significant business growth opportunities, particularly for businesses with expertise in policy and market engagement, programme design, and project management within the government services sector. Small and medium-sized enterprises (SMEs) are particularly well-suited to compete, given the procurement's suitability criteria. As Ernst & Young LLP has already secured the award, suppliers specialised in intelligent client capabilities and iterative design workstreams can anticipate additional subcontracting opportunities as the scheme evolves. The engagement with DESNZ allows companies to align with governmental standards and contribute to a high-impact national scheme, fostering business expansion within a cutting-edge sector.
