Summary of the contracting process

Sheffield Hallam University is seeking a supplier for the replacement control system of its Hauzer TechCoating PVD Unit, an essential upgrade to meet safety standards and enhance operational efficiency. This procurement falls under the category of goods and is classified as installation services of laboratory equipment. The contract period is set to commence on 1st March 2022 and run until 28th February 2023, with a total contract value of £200,000. The procurement method employed for this tender is a competition waiver, with the tender process officially completed as of 3rd January 2022.

This contract presents a significant opportunity for businesses specialising in high-tech industrial equipment, particularly those with expertise in sophisticated control systems and specific experience with Hauzer technology. As only the original equipment manufacturer can fulfill this requirement, businesses with a focus on such industrial solutions—especially SMEs and VCSEs—are encouraged to engage, as this project represents both a challenge and a lucrative prospect in the competitive landscape of advanced manufacturing and engineering services.

Notice Title

Replacement control system for Hauzer TechCoating PVD Unit

Notice Description

There is no other option to keep the coating unit running and bring it up to the most recent safety standards. Replacing the control system for this unit would be a fraction of the cost of an entire new unit. The cost of a new unit would be over PS1.2M and would not include the bespoke modifications that the current system has. Major components of the unit have already been replaced e.g. pumping units at a cost of PS139k, which were replaced in 2017. Only the original equipment manufacturer is capable of replacing the control system for the this highly complex industrial machine. SHU tendered for replacement pumps for the machine in 2016/17 (1617-05-ACES-JM) and only Hauzer returned a submission. It would have been significantly easier to a third party to reverse-engineer the pump requirements than it would for a company to reverse engineer the control system. An analogy would be that replacing the pumps is like a lung transplant, replacing the control system is like a brain transplant. The first is very difficult, the second impossible.
