Summary of the contracting process

The Smart Motorways Alliance project, initiated by Highways England, is a major public procurement contract aimed at enhancing the strategic road network across multiple UK regions, including the North East, North West, and London. This extensive contract, valued at approximately £4.5 billion, involves the appointment of six partners over a 10.5-year period to undertake construction, design, and management services. The procurement process was competitive with negotiation, culminating in an award date of 12th May 2020 and a contract period running from 13th May 2020 to 30th September 2030.

This tender presents substantial growth opportunities for large construction and engineering firms, particularly those experienced in advanced transport infrastructure and digital design. Companies capable of providing production management services, on-site construction, and associated technological implementations are encouraged to participate. The alliance not only focuses on conventional construction work but also integrates innovative solutions for increasing road capacity, making it a significant opportunity for businesses wanting to expand their portfolio in public sector contracts.
