Summary of the contracting process

The Ministry of Defence is seeking a comprehensive range of aircrew boots for personnel in training and operational environments, covering rotary- and fixed-wing aircraft. The goods must support temperate and hot-weather use and be suitable for restricted cockpit spaces on designated aircraft platforms. Required footwear is robust leather, water resistant, black or brown, secured with laces, and designed to limit foreign object damage transfer into aircraft or aircraft servicing areas. Sizes must cover shoe sizes 3 to 15, with outsize provision, and accommodate the specified range of personnel dimensions. Delivery is across the United Kingdom. Unite Procurement UK Limited is procuring on behalf of the Ministry of Defence through its procurement platform.

The procurement has reached tender: the buyer invited offers through a selective procedure using a catalogue purchase method. Expressions of interest and applications to join the platform were due by 4 September 2026 at 12:00. The contract period runs from 5 September 2026 to 4 September 2028. Its estimated value is between £300,000 and £900,000, in GBP. The arrangement is intended to onboard multiple suppliers rather than appoint a sole supplier. Suppliers are asked to provide details of their product range, modification capabilities and maintenance services. The opportunity is suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

This opportunity suits manufacturers, distributors and specialist suppliers of military, aviation or protective footwear that can provide aircrew boots for both operational and training use. Strong candidates will be able to supply robust leather, water-resistant boots in black or brown, with secure lace fastenings and soles designed to minimise foreign object damage. They should offer climatic performance from -6°C to +45°C and in high humidity, while meeting dimensional constraints for restricted cockpits. Suppliers need a broad size range from 3 to 15, including outsize options, and the ability to support the required personnel sizing range. Product modification capability and maintenance services are specifically relevant. The platform is designed to support multiple suppliers, which may suit businesses able to maintain ongoing supply flexibility.
