Introduction The Council's current for lightning protection installation, testing and repair is about to expire and before it begins the re- procurement the Council would like to discuss the procurement route and contract structure with potential suppliers. Areas for discussion in the soft market testing The Councils would like to explore with suppliers the following aspects of this significant and imminent procurement:- How many suppliers should be on the framework and the method of work allocation Pressures which affect your cost base Procurement route proposed (restricted with a lightly tailored Government- mandated standard Selection Questionnaire) The use of the TPC/ PPC versus NEC 4 contract forms o What contract forms have you delivered this service under elsewhere Any issues in the lightning conduction field likely to lead to risk- based pricing by bidders Performance monitoring of the contract post- award o What KPIS would work for you? Mobilisation and service set up o How much time do you need to mobilise? Applying If you would like to see us to discuss this opportunity please write in no more than 400 words describing your interest in the procurement, your past experience in the field and the points you would like to discuss. Please address the points above and any other points you wish to raise. Please use the pro- forma at the end of this document if it is helpful. Soft market testing is planned to take place between the 12th and 14th September 2017 in Hackney Town Hall. Each party would have 2 hours with a common agenda. If you are not seen please rest assured this will not disadvantage you in the forthcoming formal procurement. All parties which express an interest will receive anonymised feedback from the soft market testing event before the OJEU notice is published (marking the start of the formal procurement procedure). We will ensure that information of a commercially confidential nature will not be included in feedback to interest parties. Once the formal procurement process begins, Hackney will keep participants informed at appropriate stages of the procurement. Please see your submission via the London Tenders by the 4th September 2017.
