Summary of the contracting process

The procurement process led by Cornwall Council is currently in the planning stage, focused on accelerating the delivery of extra care in Cornwall. The project, titled "Accelerating the Delivery of Extra Care in Cornwall," falls under the industry category of social work services with accommodation (CPV 85311000) and is situated in England, United Kingdom. This initiative follows the Council's Supported and Specialist Housing Strategy for 2023-2050 and anticipates future demand for an additional 3,882 units of extra care by 2050. The procurement method details are yet to be specified, but it includes significant budget allocations, with a total value of £1,330,000,000. Key dates include the future notice date on 3 March 2025, with the contract period starting on 1 August 2025 and ending on 31 July 2028.

This tender offers substantial opportunities for businesses specialising in social care and housing development. Companies with robust capabilities in providing long-term care services and developing housing infrastructure are particularly well-positioned to benefit. As the Council aims to commission extra care housing through a streamlined, end-to-end process, businesses might secure long-term contracts fostering stable revenue growth. However, the procurement is not specifically tailored for SMEs or voluntary, community, and social enterprises (VCSEs), suggesting that larger entities with significant resources may find the tender particularly advantageous.

Notice Title

Accelerating the Delivery of Extra Care in Cornwall

Notice Description

In 2023, the Council published its Supported and Specialist Housing Strategy, Cornwall Supported & Specialist Housing Strategy 2023-2050 which sets out the future demand for services. This future procurement is included in the scope of the strategy and its implementation plan. The demand for extra care can be seen in our Market Position Statements Our Adult Social Care Strategies - Cornwall Council In summary the future demand for extra care is estimated to be an additional 3,882 units by 2050 (50% for social/affordable rent and 50% for sale/shared ownership). In May 2024 the Council's Cabinet approved a new approach to how we commission extra care housing development and associated services through a single end to end process. This approach will enable the Council to enter into long-term contracts for the delivery of care. Additional information: New PIN market engagement notice which replaces the Extra Care element of the previously published combined notice for Care Homes and Extra Care. Cornwall's future requirements for Care Homes and Extra Care will now be run as two separate exercises.
