Notice Description

Transport for West Midlands (TfWM) part of the West Midlands Combined Authority (WMCA) is looking to procure a suitable software provider to develop a bus contract management system (BCMS) when its current arrangement expires on 30th September 2021. The BCMS is to deliver a more efficient and robust contract management system for the supported bus network across the West Midlands and will meet the requirements of TfWM's Bus Strategy. It will deliver full contract management from registration to payment, performance measures, KPI's, mileage data and all aspects associated with efficient bus service management and performance. It will also need to help with the process of operator payments. Operators submit revenue returns data at the end of each four-week period, as well as details of any lost journeys / mileage and the system will need to enable operator revenue returns data to be imported into a database and the operator payments to be calculated. A single specialist provider is required to provide the BCMS for TfWM over a contract period of 4 years commencing on 1st October 2021 until 30th September 2025. This tender is being evaluated on the basis of 70/30 quality/price and the closing date for submissions is 1200 noon on Friday 6th August 2021.
