16-093: Community and Home Care Fast Response Service
Notice Description
The Community and Home Care Fast Response Service will be delivered within the principles of the Service Specification under a block contract arrangement. A Community and Home Care Fast Response Service is commissioned on behalf of those who require their care and support needs to be met in their own home and to support them to access the local community. The Community and Home Care Fast Response Service will be accessed by adults of all ages who experience dementia, learning disabilities, sensory loss, autistic spectrum disorders, mental and emotional distress, and/or severe physical impairment, acquired brain injury and older people. It will be necessary for all beneficiaries to have had a Community Care Assessment and be defined by Adult Care Management as being in need of care or/and support. The need for care and support is defined in line with the Council's Eligibility Criteria, which currently equates to people with substantial and critical needs and any other policy and guidance that supersedes current regulation and guidance. Community and Home Care Fast Response Service - Current Service Delivery by the Incumbent Provider: Type of Contract: Block Contract Provided by: 2 x Mobile Care Workers Capacity: Total 10 hours per day made up of 8hrs actual contact time plus 2 hrs travel time Service Provision: A stand by service, available 365 days per year, within the hours of 7am and 10 pm, over a period of no more than 72 hours per service user. In the year 1st Sept 2015 to 31st Aug 2016 service was provided to 203 service users who required service to expedite hospital discharge. There were 68 days when the service was not utilised at all. On average the service is used for 1.25 hrs per day. Going forward the underutilised capacity will support the delivery of urgent response to people residing at home and requiring care and support. Primary Service Objective - facilitate hospital discharge by providing home care service to people who require a contracted service (i.e. services appointed to the Community and Home Care Service Framework) and when the contracted service is unable to accept referral as a result of high demand i.e. winter pressures. The service is flexible and responds to request for service for people situated at home where there are service capacity issues due to unforeseen circumstances such as contract compliance action against another provider and to prevent admission to hospital or residential care. Rotherham MBC reserve the right to utilise secured hours as they see fit. Bidders must note that Consortium bids will not be accepted for this opportunity. Additional information: TUPE The current provider of this service considers that the European Community Acquired Rights Directive (77/187/EEC, as amended by Directive 98/50EC and consolidated in Directive 2001/23/EC) and the Transfer of Undertakings (Protection of Employment) Regulations 2006 apply to the contract. Tenderers are therefore advised to seek independent professional advice on the implications of the Directive and the Transfer of Undertakings (Protection of Employment) Regulations 2006 for their company should they be awarded the contract. Details of the staff entitled to transfer are included with this invitation to tender in Appendix 9 - TUPE Information this document is an attachment via the Yortender system In letting this contract and in accordance with the Code of Practice on Workforce Matters contained in ODPM Circular 03/2003, the current provider and the Council will apply the principles set out in the Cabinet Office Statement of Practice on Staff Transfers in the Public Sector, including the annex to it, 'A Fair Deal for Staff Pensions'. The details set out in this ITT are given in good faith and believed to be correct. However, RMBC does not warrant the accuracy of those details and each Tenderer should make its own appropriate enquiries.
