KMCAS-156 Framework for the Provision of Rapid Access Beds

Notice Description

All documentation is available at www.yortender.co.uk. The purpose of this Framework Agreement is to allow Kirklees Council to block purchase beds within residential care and nursing home settings for short term, non-permanent stays. Short term stays are necessary to free up hospital beds, when Service Users are deemed medically fit to be discharged from Hospital but their long term care requirements/packages of care are not immediately available. These beds may also be utilised by people in community settings who require step up provision, for example following a carer breakdown, respite provision or to prevent hospital admissions. Previously the Council has entered into Contracts with care home providers such as the Choice and Recovery Beds, Winter Pressure Beds, and Discharge to Assess Beds. These types of Contracts will in future be competed from this Framework Agreement. The Council is working towards adopting a trusted assessor model of assessment of needs into the Contracts competed from this Framework Agreement. Where a trusted assessor model is required this will be detailed in the specification and further competition documentation for that particular contract. 1.6 As this Framework is for short term stays, the residential care and nursing homes for the purpose of this Framework must be located within the geographical boundaries of the Kirklees District as; i) it is not practical to transport a person seeking care to residential care and nursing homes outside the Kirklees district; ii) the social workers would not be able to check on a person outside of the Kirklees district; iii) GP registrations for such persons are restricted only to the Kirklees district.
