PS22138 - Evaluation of the "Vehicle to Grid" and "Beyond Off Street"/"Smart Meter Load Control" programmes - RAF149/2122

***Please note this is not a call for competition, this is a Prior Information Notice (PIN) for a requirement being run by the Department for Business, Energy and industrial Strategy (BEIS).*** Research Summary The proposed research project is for two discrete evaluations of three flexibility innovation programmes under one contract. The evaluations are for the following programmes: - Vehicle to Grid (V2G) (one evaluation) - Beyond Off Street (BOS) and Smart Meter Load Control (SMLC) (as one evaluation) The evaluations for V2G and BOS/SMLC should be discrete and result in two separate sets of outputs. V2G aimed to design vehicle-to-grid technologies, strengthen UK supply chains, and develop approaches to engage consumers. The Beyond Off Street and Smart Meter Load Control programmes were both intended to design, develop, test and trial smart meter-enabled systems in the context of electric vehicle (EV) loads. The aims of the evaluations are to: - Assess the achievements of the V2G, BOS, and SMLC programmes respectively (impact and economic evaluations) - Provide lessons on the reach and delivery of the three programmes (process evaluations Deliverables would include (for each evaluation): - Revised theory of change and evaluation framework - Research tools for fieldwork (interim and final evaluation phases) - Interim and final reports covering process, impact and economic evaluation findings and case studies - Presentation of findings to BEIS (interim and final evaluation phases) - Technical report - A small number of anonymised interview transcripts for QA It is envisaged that the evaluation activity would take place between Q2/3 of 2022 and Q2/3 of 2024. Additional information: We would like to invite prospective bidders to attend a pre-market engagement session on Tuesday, 10th May 2022 14:00 - 15:00 via MS Teams. The agenda for the day is as follows: * 14:00-14:05 Introduction * 14:05-14:25: Overview of the programmes * 14:25-14:40: Overview of the evaluation requirements * 14:40-14:45: Procurement overview (UKSBS) * 14:45-14:55: Q&A * 14:55-15:00: Close and next steps The pre-market engagement session will be held on Tuesday, 10th May 2022 14:00 - 15:00 via MS Teams. This will provide an opportunity for potential providers to find out more about the aims of the procurement and the process. Providers wishing to attend need to RSVP by Monday, 9th May 2022 at 10:00 stating their name, company and email. This information should be sent to the following email address: professionalservices@uksbs.co.uk for the attention of Alexandra Richards. Please ensure that the subject heading for the email is as follows: PS22138 - Evaluation of the "Vehicle to Grid" and "Beyond Off Street"/"Smart Meter Load Control" programmes - Market Engagement Event. The route to market for this tender will be via CCS RM6126 Research & Insights DPS (www.crowncommercial.gov.uk/agreements/RM6126) and to bid for this work the lead contractor will need to be registered on the CCS RM6126 Research & Insights DPS prior to the requirement being launched. The requirement is expected to be launched week commencing Monday, 16th May 2022, therefore, we advise contractors who are interested in bidding for this work to register on to the CCS RM6126 Research & Insights DPS as soon as possible to ensure registration is completed before the tender is launched. Noting that CCS have confirmed that this can take circa 14 days from registration.
