Notice Description

An interim to provide support within the PMO Hub for PR19, one of Ofwat's key strategic programmes of work. Below we provide detail about the programme, and the particular Initial Assessment of business Plans (IAP) phase the successful candidate will be working within. Water 2020: our regulatory approach for water and wastewater services in England and Wales Over the past two years we have developed the regulatory framework for PR19 and beyond. This led to the publication of 'Water 2020: Our regulatory approach for water and wastewater companies in England and Wales'. In particular it promoted greater use of markets for water resources and bio resources to deliver improvements in efficiency and resilience, as well as making other improvements to price controls. This built on the successes of PR14 and went further, for the benefit of customers, the environment and wider society. Price Review 2019 Our PR19 final methodology published December 2017 set out: * our expectations and requirements for companies preparing their business plans to meet the needs of their customers from 2020 to 2025 and beyond; * how these expectations form the basis for the tests that we will use to assess company business plans (our initial assessment of business plans); * the approach that we will use if we need to intervene in those plans to ensure that companies deliver the step change required by customers; and * how our assessment will flow through into companies' price limits, service commitments and the wider incentive framework. We will set the final price limits in December 2019 and plan to deliver PR19 in a way that is customer-focused, considers the long-term and incentivises companies to innovate and be ambitious. This is a pivotal review for the sector. We are poised to take advantage for customers of the frontier-shifting cost efficiencies companies have delivered since 2014, and to set more challenging performance benchmarks than ever before. Our price review will also create the conditions for markets to develop in water resources and bioresources, enabling companies to achieve further efficiencies and innovation. Additionally, we are challenging companies as to whether they, or third parties, are best placed to undertake network investment. Initial assessment of business plans (IAP) On 3 September 2018 water companies will submit their business plans to Ofwat for the initial assessment of business plans (IAP) as part of the PR19 price review. Between September and end January 2019, we will carry out the Initial Assessment of business Plans (IAP.) PR19 PMO Hub To provide programme management support to this large programme, you will be working alongside 3x existing Senior Associates within the PR19 PMO Hub, reporting to the PR19 Head of PMO. Your role will be varied, supporting our governance arrangements and programme management practices, but can be expected to take a lead on coordinating planning across the 12 programme workstreams.
