Notice Description

Aldine House is a local authority run secure children's home based in Dore on the south west edge of Sheffield. The home can accommodate up to ten children and young people, male and female, from the ages of 10 to 17, who may be placed by the Youth Custody Service (YCS) or referred by Local Authorities via Section 25 welfare orders. The home also accepts placements under the Police and Criminal Evidence Act (PACE) 1984. Health provision is commissioned by Health & Justice Specialised Commissioning. The basic principle is that care provided should be at least equivalent to that provided to the wider community. The future plans to procure this service as a prime provider model aims to ensure that all healthcare provisions are managed and delivered in an integrated way with one lead provider, which enables resources to be utilised cost effectively and efficiently.

Subsequently, the Commercial Executive Group of Arden and Gem CSU gave approval for existing contracts to be extended by 4 months to provide sufficient time to complete this procurement process and mobilise the service. The impact of COVID-19 has had an impact on both commissioners and providers alike and whilst most services continue as best to provide business as usual to patients, the Procurement Policy Note (PPN 01/20) released by the Cabinet Office supports an understanding of contractual obligations faced during this pandemic. PCR Reg. 32 (2) (c) The negotiated procedure without publication may be used for public services contracts whereby: (c) insofar as is strictly necessary where, for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with.",
