Summary of the contracting process

The procurement process is being conducted by the Taunton and Somerset NHS Foundation Trust, focusing on a Dynamic Purchasing System for Clinical Services under the title "RBa/TS/LOC/0381". This initiative is classified under the health and social work services industry and is located in the South West region of England. Currently in its tender stage, the submission deadline for responses is set for 15th May 2017, with the contract period commencing on 22nd May 2017 and lasting until 21st May 2027. The procurement method employed is selective, following a restricted procedure with an estimated total value of £10,000,000.

This tender presents significant opportunities for businesses specialising in clinical services, particularly those with the capability to respond quickly to urgent healthcare needs. Companies offering services in areas such as orthopaedic surgery, general surgery, and radiology will find themselves well-positioned to compete, as the NHS often requires providers to manage waiting list initiatives and adapt offerings for short-term capacity issues. Small and medium-sized enterprises (SMEs) are encouraged to participate, given the emphasis on subcontracting arrangements that could benefit a diverse range of healthcare providers.

Notice Title

RBa/TS/LOC/0381 Dynamic Purchasing System for Clinical Services

Notice Description

The Dynamic Purchasing System will cover services commissioned under the NHS Standard Contract that exists between the NHS Trusts in Somerset (Taunton and Somerset NHS Foundation Trust, Yeovil District Hospital NHS Foundation Trust and Somerset Partnership NHS Foundation), the Somerset Clinical Commissioning Group and other associate commissioners. Taunton and Somerset NHS Foundation Trust are establishing a Dynamic Purchasing System for use by NHS Trusts in Somerset, for the provision of clinical service providers to support waiting list initiatives and ad hoc service capacity issues. These initiatives tend to be required at short notice for a minimum of 3 months, although some services may be outsourced for a shorter or longer period of time. Health providers deliver NHS funded clinical services under the terms of the NHS Standard Contract. It is becoming increasingly common for health providers to sub-contract delivery of certain clinical services to a third party. This subcontracting can take many forms. It can be the sub-contracting of an entire service or of delivery of part of a care pathway. It can be the sub-contracting to one sub-contractor or to multiple sub-contractors. Information about the NHS Standard contract and Sub contracting can be found at https://www.england.nhs.uk/nhs-standard-contract/17-18/ Clinical specialities/clinical services may be included, but are not limited to the following clinical services: Orthopaedic surgery (Joints - hips/knees & hands), Urology, General Surgery, Maxillofacial surgery Ophthalmology, Phacoemulsification cataract extraction and lens implant, Audiology (hearing tests) , Endoscopy, Lithotripsy, Termination of pregnancy, Radiology services (MRI and Cardiac MRI scans, Duplex Scanning). Histopathology reporting. Mini competitions will be run from the Dynamic Purchasing System which will reflect the specific clinical service requirements in order to ensure that the sub-contract provider will: - meet quality requirements, - meet relevant conditions from Terms and Conditions of the NHS Standard Contract, - reflect the NHS price for the service - provide assurances that they are capable of delivering the agreed service requirements that have been set - comply with any referral protocols. Requests to participate in the Dynamic Purchasing System must be addressed via the Pro Contract procurement portal located at https://procontract.due-north.com/Login/Index?ReturnUrl=%2fHome%2fAbout
