Provision of Extra Care Housing Support Service, London Borough of Barking and Dagenham
Notice Description
Extra Care Service The London Borough of Barking & Dagenham (LBBD) in the last 15 years has become one of the fastest-changing communities in England. The Council is currently undergoing a radical transformation in the way it approaches the delivery of services and interacts with citizens; driven by reductions in funding from central government and the need to reform services to reflect this new position. Our transformation programme is ensuring that resources are focused more effectively and that people-focused services will be preventative in focus and address the root causes of problems for families and individuals. The Council is commissioning an Extra Care Service for older residents in the borough. We see extra care as an important part of our offer to older people in the borough; enabling them to live as independently as possible in the community, with care and support provided on site and tailored to individual's needs and preferences. We want our extra care schemes to be a part of an engaging and lively community in Barking and Dagenham, with activities that are directed by, and co-produced with the residents who live there and where schemes work closely with facilities and organisations in the Borough to ensure that schemes have robust connections to their locality. The service will place a strong emphasis on the wellbeing and wellness of the residents, this will include both those receiving care and support and those who are not yet eligible. Extra care should have prevention at its heart, and schemes should focus on working with residents to prevent, reduce and delay care needs in an innovative way. The provider will harness opportunities provided by technology, information and advice and through an inclusive wellness programme which includes a continuous, proactive programme of activities which meets the diverse needs of the residents. Currently the service provides 24 hours per day care, 365 days of the year with a minimum of two appropriately qualified staff on duty at all times. Hours will be pooled for the sites to allow the successful provider to deliver a flexible service and make the best use of the resources, address variances in demand over time and to enable them to deliver choice and control to the service users. The starting expectation of two staff day and night, gives a starting hourly provision of 336 hours per scheme per week. The contract will be awarded for a period of 3 years commencing 1st February 2018 with an option to extend for a further 2 years on an annual basis at the discretion of the Council.
