Summary of the contracting process

The Department of Health and Social Care (DHSC) embarked on a procurement process titled "AI Futures Deep Dive," aimed at evaluating the potential of AI transformation within the UK health system. This initiative focuses on identifying critical gaps and strategic actions necessary for effective AI deployment, aligning with their long-term health planning. The procurement falls under the general management consultancy services category and was conducted via a direct, single tender action method, below the threshold. The contract period ran from 17th February to 3rd April 2026, with the procurement stage reaching the award phase on 23rd March 2026. The project is located in London, United Kingdom, with the DHSC serving as the buying authority.

This procurement presents significant opportunities for consultancies specialising in AI and health system strategic planning, particularly those with capabilities in assessing sovereign readiness for technology integration. Larger management consultancy firms, like Frazer-Nash Consultancy Limited, who have successfully been awarded the contract, demonstrate suitability in providing strategic recommendations that align with public health objectives. Businesses with expertise in health systems and AI solutions could anticipate growth by engaging in similar future initiatives, aiding the DHSC in bolstering the UK's health system resilience.

Notice Title

DHSC:FGO:AI Futures deep dive

Notice Description

Project purpose: To assess how DHSC can maximise operational value from AI transformation while safeguarding UK strategic autonomy, identifying critical gaps in system readiness and sovereign capabilities, and defining 2-3 actions that enable DHSC to effectively deploy transformative AI while strengthening UK health system resilience. Strategic context: Delivering a health service that is fit for the future, as set out in the 10 Year Health Plan, requires the department to prioritise more agile, long-term strategic planning-particularly as AI integration becomes central to transforming the NHS into a more responsive and preventative system. To support this, the department's futures thinking programme aims to anticipate and respond to emerging trends and technologies. This project will apply futures methodologies to determine if the UK has the sovereign capabilities and system readiness to achieve its ambition in AI health transformation, or if critical gaps will undermine our position. Strategic positioning decisions made in the next 12-18 months will have lasting implications for both DHSC operational effectiveness and UK's international competitive position.
