Notice Description

The requirement is for the provision of key learning for the Europe Faculty about Europe and the EU, for the Foreign, Commonwealth & Development Office (FCDO) and FCDO Services (FCDOS). The FCDO and FCDO Services (the Authority) are looking to put in place a contract with a supplier for the provision of a high quality learning programme for the Europe Faculty in the FCDO's Future of Europe Department. We are seeking a long term and expert training partner to provide core practitioner learning on Europe and the EU. We envisage an interactive segment of around three days (delivered virtually at present) with some pre-learning, but are open to discussions about the best balance. The aim of this learning is to give policy makers in the FCDO and wider civil service a strong grounding in the EU and its institutions, as well as in how HMG can work effectively with its European partners. This should equip officials new to Europe work, or coming back to it, to perform effectively in a range of Europe-facing roles. The offer must be flexible and adaptable, and the successful contractor willing to operate and change both the delivery and content of the course at pace, as circumstances change. Proposed content will cover, but is not limited to: - the main EU institutions and how they operate - topical issues and debates within the EU - the UK's relationship with the EU - context, international agreements, institutional structures and how they work in practice - HMG priorities for the relationship - the skills and techniques to influence as a third country. Due to Covid, we anticipate the workshop will be delivered virtually, with the flexibility to be delivered face-to-face when restrictions allow. We estimate asking the supplier to run six workshops a year, with around 20 delegates per workshop. The workshop will be available to all civil servants in HMG. The FCDO will expect presenters to have recognised Europe expertise, with at least 5 years' relevant and current experience of working with or on Europe and the EU. The Contracting Authority intends to use an e-tendering system for the procurement. Additional information: INFORMATION ON SUPPLIER ENGAGEMENT SESSION The Contracting Authority will be holding Supplier Engagement sessions online from the 24th - 26th November 2020. The supplier engagement sessions will take the form of one hour 1-1 meetings and will take place in two parts. Part 1 will offer a chance to brief suppliers on our requirements and procurement approach, and Part 2 will provide an opportunity for supplier questions. The 1-1 meetings will take place online using Microsoft Teams with joining instructions and timings provided following registration. Suppliers that wish to attend a 1-1 meeting should register their interest, along with a preferred slot and planned attendees, with natasha.mardinian@fco.gov.uk before 17:00 BST, 17/11/2020.
