Notice Title
Baseline Attitudes and Awareness of Businesses in the Construction Products Sector
Notice Description
BEIS are providing the following: Aims and Objectives of the Proposed Work BEIS are looking to commission a large-scale survey of businesses in the construction products sector, alongside the preparatory work required to design and deliver it. This survey will provide an evidence base on attitudes, understandings, and reported behaviour in relation to construction products regulation across the construction products sector. The project will take a mixed methods approach to: * consolidate a clear definition of the extent of the construction products sector * provide a deep and contextualised understanding of attitudes within the sector * determine the prevalence of specific attitudes and behaviours across the sector, across business types, across product types, and in relation to different types of projects utilising construction products. Project Methodology and Sequencing: This project will be separated out into three elements to assist delivery and make best use of dedicated skills. We are open to discussion about the precise balance of elements and the most appropriate expertise to deliver against the project aims and objectives (above). And, while we are presenting this as a single project, we are also open to discussion about separating the elements out into separate contracts if this would assist delivery. Element 1: market mapping exercise As a new sector of interest, we wish to acquire a detailed assessment of businesses within the 'construction products sector', including detail on market size, scale, and dynamics. We are particularly interested to understand the full breadth of this sector, including the different 'roles' that market actors play across the supply chain. Please note, that 'consumers' in the traditional sense would be out of scope of this exercise. Element 2: qualitative research delivery Upon completion of the market mapping exercise, it is suggested that the research proceed to a round of qualitative depth interviews. These interviews would explore industry attitudes, as well as the process behind and the factors that influence the manufacture and purchase of construction products, as well as attitudes and perceived responsibilities towards standards and safety across the sector. We envision that these interviews may also be supplemented with on-site interviews or ethnographic site visits. Element 3: quantitative research delivery Outcomes from both elements described above will be used to design a survey to explore the prevalence of specific attitudes and behaviours identified in the qualitative research identified above across the sector. Given the needs for representative findings that capture the full granularity of the sector we anticipate this survey will need to capture the views of approximately 5000-6000 businesses. Additional information: BEIS is hosting a pre-market supplier event for this project which will take place on Wednesday 11th May - 1030 - 1130. If you would like to attend this event please contact Jake Barber on the details provided within this advertisement. If this event provides sufficient information BEIS will proceed to market with a procurement in late Spring/early Summer. We will procure this through the CCS DPS framework agreement - RM6126 - Research & Insights, and so interested suppliers will need to register for inclusion on the framework, which takes about 3 weeks to undertake, so that tenders will be issued to the suppliers who have set the correct filters for this, see the CPV codes above. If you wish to commence the registration process prior to the supplier day please contact Jake Barber on the email above.
