This procurement, classified under health and social work services, is currently at the planning stage, with a market engagement notice published on 7 December 2020. This tender presents an excellent opportunity for businesses specialising in urgent care services, particularly small and medium-sized enterprises and voluntary community social enterprises, to engage in meaningful collaboration with a local authority. Companies capable of deploying care staff at short notice or those offering innovative solutions to address care service failures will be well-positioned to compete. Notice Title

Provider of Last Resort - Urgent Care Support Services - Leicestershire County Council

Notice Description

Please note this is a prior information notice. Leicestershire County Council is considering its options in situations where it may be required to intervene to address serious and immediate safeguarding concerns in relation to an individual or group of individuals due to the failure of an existing adult social care service (for example a residential care home). This includes where it appears a provider of social care services may not have the capacity to meet the needs of individuals in a way that ensures their safety and wellbeing. An option that the Council would like to explore is to commission a provider/s that will use the range of skills across its workforce to intervene to intensively support, manage, arrange and/or provide adult social care services in an emergency (with immediate effect) situation where other provider services are failing/have failed; and where required by Leicestershire County Council, in line with their portfolio of services currently offered, to ensure that the health and wellbeing of vulnerable adults in the County is safeguarded. We are initially interested in speaking to providers that can offer care staff at short notice, whether this is an entire care team to run a home or lower number to pick up specific packages. We would also like to speak to providers who have different solutions that could address the situations described above. We envisage that the Provider would work in partnership with the Council, CQC (with regards to a registered service) and the failing provider to agree terms of engagement with individuals of the service and their families. The purpose of this notice is to enable interested parties to engage with the Council to discuss the services currently available in the market, any options or considerations and indicative costs. To participate in this market consultation, please contact Louis Blake at louis.blake@leics.gov.uk by 20.01.21. Please note that these services are likely to fall under Schedule 3 of the Public Contract Regulations 2015.
