Summary of the contracting process

Rotherham Metropolitan Borough Council commissioned transport systems consultancy services to support development of the Rotherham Gateway Station Full Business Case. The project concerns a proposed mainline and tram-train station intended to improve local, regional and national rail connectivity, and to act as a catalyst for growth across the borough. The appointed consultancy team is required to develop the workstreams needed to progress the station from its assured Outline Business Case towards delivery. This is a multi-disciplinary professional services requirement covering preparation for the Full Business Case rather than construction of the station itself. Delivery is in Rotherham, within Yorkshire and the Humber. The opportunity is relevant to transport consultants with experience in major rail, tram-train, station development and business case programmes.

The procurement is complete and was awarded on 28 May 2026 to Ove Arup & Partners Limited. The award value is £68,162.30 including the stated currency of GBP. It was run as a selective procedure and awarded through a call-off from a framework agreement. The tender submission deadline was 10 April 2026 at 5pm. The contract period runs from 2 June 2026 to 6 November 2026. The council’s requirement was for a consultancy team to prepare workstreams for the Full Business Case following ministerial sign-off of the Outline Business Case and planned release of £11.35 million for Full Business Case development. The procurement was classified as services, with small and medium-sized enterprises and voluntary, community and social enterprises identified as suitable organisation types.

This award signals demand from Rotherham Council for specialist consultancy supporting a major transport infrastructure project at Full Business Case stage. A credible future competitor would need a multi-disciplinary team able to coordinate transport planning, rail and tram-train expertise, station development, business case preparation and the technical workstreams needed to move a scheme towards delivery. Experience of working with local authorities, combined authorities and central government assurance processes would strengthen a supplier’s position, particularly where a project requires evidence, governance and investment approvals across several stakeholders. The framework call-off route also indicates that relevant suppliers need access to, or established participation in, suitable public sector consultancy frameworks. The stated suitability for SMEs and VCSEs suggests that smaller specialists may be able to contribute, including through consortium or subcontracting arrangements.
