Summary of the contracting process

The "Property Improvement Works Framework" contract, valued at £950 million, was awarded by Efficiency East Midlands Limited (EEM Ltd), a procurement consortium that serves various public sector organisations. The framework is designed for property improvement works across multiple lots, including domestic and commercial building refurbishments, and is active from 27 January 2020 until 26 January 2024. The procurement method was open, allowing for competition among a diverse range of contractors. The deadline for tender submissions was 17 October 2019, reflecting the extensive planning and coordination needed for such a large-scale initiative.

This framework presents significant opportunities for businesses involved in property improvement and refurbishment. Contractors specialising in areas such as electrical works, structural repairs, plumbing, and internal fittings would find this tender particularly suitable. Small to medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to participate, as the framework aims to promote inclusivity in competition while allowing for growth in the public works sector. Companies that can provide comprehensive services across the specified lots will have an advantage in securing contracts through this framework.
