Summary of the contracting process

The procurement process pertains to NHS England's initiative titled "Continuous Glucose Monitoring (CGM) in Type 1 Pregnancy," aimed at enhancing healthcare for pregnant women with type 1 diabetes. This initiative falls under the healthcare industry category and is centred in the United Kingdom. Currently at the planning stage, NHS England is undertaking early market engagement, with a key engagement deadline set for 1st November 2019. The tender aims to inform potential funding models and commissioning guidance for CGM products, aligning with the NHS Long-Term Plan. A webinar is scheduled for the afternoon of 27th November 2019 to facilitate supplier engagement and gather insights.

This tender provides significant opportunities for businesses involved in the production and supply of medical equipment, particularly those focusing on continuous glucose monitoring systems. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are well-suited to participate, as the procurement is looking to understand the market capacity and innovative approaches for CGM distribution. Engaging in this process not only allows for the potential to supply to the NHS but also contributes to enhancing healthcare delivery and outcomes for pregnant women managing type 1 diabetes.

Notice Title

Continuous Glucose Monitoring (CGM) in Type 1 Pregnancy

Notice Description

This Notice solely relates to early market engagement around the development of a CGM in T1 Pregnancy programme, which aims to offer CGM to pregnant women living with type 1 diabetes from 2020/21 as per the NHS Long-Term Plan (LTP) commitment (https://www.longtermplan.nhs.uk/wp-content/uploads/2019/08/nhs-long-term-plan-version-1.2.pdf, pg. 65, paragraph 3.80). This commitment was included following the publishing of the CONCEPTT trial (https://www.thelancet.com/journals/lancet/article/PIIS0140-6736(17)32400-5/fulltext), which found that use of CGM throughout pregnancy could support women with type 1 diabetes to achieve better glycaemic control and reduce the risk of adverse neonatal outcomes associated with type 1 diabetes. NHS England wishes to notify CGM suppliers about its intention to commence early market engagement to better understand the current supplier base and market in CGMs, in order to develop a funding model and commissioning guidance to enable delivery of the LTP commitment. This commitment is being delivered as part of NHS England's Diabetes Programme which is a joint partnership between NHS England, Public Health England and Diabetes UK. At this stage, we are not anticipating a central procurement but rather looking to support consistent local adoption at pace and to that end, through a Request for Information (RFI) process and webinar, we are seeking further information to further shape our approach; and to develop a suite of guidance to support Local Health Economies (LHEs), including (but not limited to): a central funding model, associated criteria for LHEs to draw down funding, centrally-issued commissioning guidance (including signposting to CGM products where known). This webinar will be an opportunity for NHS England to summarise the approach and for Suppliers to clarify and ask questions to ultimately support NHS England to develop: 1. An understanding of the suppliers, services and devices available; 2. Criteria for LHEs to access central funding for local commissioning purposes (if this is the route we opt for); 3. Guidance around current capacity and capabilities of the market to meet demand; 4. An understanding of any existing innovative approaches to maximise uptake and use of CGM in T1 pregnancy. 5. Best practice guidance around local commissioning. The webinar is to be held on the afternoon of 27th November 2019 (exact time to be confirmed). To receive further details of the event, please access the following link: https://nhsengland.bravosolution.co.uk/web/login.html Once registered on the portal please access Project 4126 and complete the RFI Questionnaire within PQQ_85 Please also register your interest in attending the webinar by email to england.diabetestreatment@nhs.net. Please note that attendance is limited to a maximum of 2 participants per organisation. For those suppliers who are unable to attend the event, information and a summary of key discussions will be available on request.
