Notice Description

The Home Office is looking for expressions of Interest in a procurement event that will be run in the near future. The Emergency Services Mobile Communications Programme (ESMCP, or the 'Programme') aims to provide an integrated critical voice and broadband data communications service for the Emergency Services that meets the public safety requirements for coverage, functionality, availability and security. The chosen technology will be based on an enhanced commercial network and configured to give the 3 Emergency Services (3ES) priority over other users. Based on work carried out under previous procurement exercises there is a requirement for Consultancy support; To help negotiate lease terms and ensure that VfM is obtained from the site share agreements, there is a need for a specialist telecoms adviser to assist the Authority. The specialist advisor will also help in the preparation of the documentation needed for the framework from which contractors who will acquire, design and build (ADB) the new sites can be procured. Frameworks will also need to be established for providers of backhaul and facility management services. The above requirements can be met by the procurement of the services of technical specialists to assist the Authority to provide advice on those technical topics specific to EAS. Detials of the requirement can be viewed at attached Appendix B and additional information in the form of Annex A to Appendix B wil be released with the ITT
