Summary of the contracting process

Balfour Beatty Living Places, working on behalf of Lincolnshire County Council, is conducting market engagement for highway electrical works across the Lincolnshire Highways contract. The scope covers street-lighting installations, highway electrical infrastructure and utility connections, including work within Northern Powergrid and National Grid Electricity Distribution areas. The procurement category is street-lighting and public-lighting installation services. The stated delivery location is in Lincolnshire, with the engagement seeking suppliers whose geographical coverage can support the work. The exercise is intended to understand supplier capability and experience and help shape a shortlist for a possible future procurement. It is an expression-of-interest exercise, not a tender, and suppliers are not being asked to submit commercial prices at this stage.

The process is at the planning and market-engagement stage: the buyer is gathering information before deciding how to proceed with a future procurement. The engagement is expected to end on 16 October 2026; this is the buyer’s stated engagement timetable, not a tender submission deadline. No procurement procedure, contract value, budget, contract duration or evaluation model is set out for the future work. The information gathered is intended to assess market capability and develop a shortlist of suppliers who may be invited to a later procurement process. There are no lots described. Businesses should treat this as an opportunity to inform the buyer’s understanding of the market, rather than as an invitation to bid or an award process.

This engagement is most relevant to suppliers able to deliver highway electrical infrastructure, street-lighting installation and utility connection work, with experience across the relevant electricity distribution areas in Lincolnshire. The buyer is seeking evidence of relevant experience, technical capability and geographic coverage, and intends to use market responses to identify potential suppliers for a future shortlist. Small and medium-sized enterprises are identified as suitable participants, so specialist firms as well as larger contractors may find it relevant if they can demonstrate the required delivery reach and experience. Suppliers can use the engagement to make their capabilities known and help inform the shape of a later competition. It is not a route to submit prices or secure work at this stage; commercial competition may follow through a separate procurement.
