Summary of the contracting process

The Ministry of Defence in Swindon has completed a public procurement process for a project titled "Water Flow Demonstration and Experimentation Facility". This project falls under the category of "Machines and apparatus for testing and measuring", with a contract value of £73,800. The contracting authority required the design, supply, and delivery of an experimental apparatus to the Nuclear Department at HMS Sultan, aimed at educating students on internal laminar and turbulent flows. The procurement method utilised was selective, adhering to a restricted procedure, and the contract period commenced on 28 July 2015 and concluded on 31 October 2015.

This tender presents a significant opportunity for businesses engaged in the manufacture of scientific and educational instrumentation, particularly those that can produce specialised flow channels with advanced features. Small and medium enterprises (SMEs) focused on engineering and technical solutions may find themselves particularly advantageous in competing for such contracts. Given the expertise required in fluid dynamics and measurement technologies, companies that offer innovative approaches in these areas could greatly benefit from participation in similar procurement processes.

Notice Title

GB-Swindon: Water Flow Demonstration and Experimentation Facility

Notice Description

The Ministry of Defence has a requirement for the design, supply, and delivery to the Nuclear Department at HMS Sultan, of experimental apparatus which can be used to educate students in the fundamental principles of internal laminar and turbulent flows. Delivery should be against the technical specification defined in the Statement of Requirement. The requirement is for a flow channel made of optically transparent material such that water flowing within the channel can be characterised using the experimental techniques of Particle Image Velocimetry (PIV), Laser Induced Fluorescence (LIF), Laser Doppler Anemometry (LDA) and Shadow Bubble Sizing. The channel should have 50 mm PN65 ASA 150 stainless steel flange connections at the top and bottom to allow for connection to the water supply and outlet pipe work. The water inlet to the channel will normally be at the bottom and the outlet at the top. The channel should be mounted in an assembly which includes a platform (in the plane normal to the direction of flow) which can be located at various vertical positions with respect to the channel. The channel should also be able to rotate around the axis parallel to the direction of flow 00 - 360o without requiring the outlet and inlet connections to be broken. The whole assembly (including the mounted channel and platform) should be mounted in a stand which allows the assembly and channel to be located in fixed positions ranging between 0o and 90o from the vertical axis. Full details of the requirements for the Channel and Supporting Assembly are included in the tender documents. Please note it is MOD policy to make payment via Purchase to Payment (P2P). Companies that wish to express an interest in this requirement are required to provide their full company name, postal address, contact name, telephone number and email address to uhobbs.hq@da.mod.uk Access to procurement documents is available via uhobbs.hq@da.mod.uk Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.
