The evaluation needs to test the extent to which the programme will deliver the outcomes and impact of the delivery plan and the extent to which these are attributable to ISCF funding. This requirement was advertised through the BEIS Research and Evaluation Framework CR150025BIS- Lot 3 Programme and Pilot Evaluation
